Chaos is a theory in/by itself, when we are wading across a new normal/change called chaos. Scientifically scripted as 'a branch of mathematics focusing on the behavior of dynamical systems that are highly sensitive to initial conditions.' The key requirement being dynamism. So when we encounter chaos, its the inherent outcome evolving out of its 'initial inherent condition' for better/worse per the predicament of its natural surrounding/circumstantial factors triggering it to manifest out as chaos to the then established normal.
Chaos is the change manifesting out of situation which is evolving out of its inherent dynamic nature. The handling of its input/output is left to the wisdom of the seeker/accidental victim. Within our humane understanding/undertaking we try to dissect/evolve out within its segmented hemispherical relationship classified under political/personal relationship/social engineering and so on..to better understand/focus on to the dynamism it inherits and predict an optimal outcome.
How when the inherent 'cause' - Economic undertakings/understandings spur out its venomous 'symptoms' when dynamically/ ignorantly to be politically instigated and opportuned upon :
